The Moonshine positions and work on Ukraine draw back to 2019 and the full slate of work on the topic; and especially as it relates to Russia, is entirely on point as the proof mounts, the projection escalates and the panic ensues. This article serves as a follow up to several recent ones with one of them being a recapitulation of a broad base of work and including the work going back to 2019. The primary purpose of this article is to deliver proof of U.S. biolabs in Ukraine and Putin’s deliberate targeting of them.

Let’s start with the projection. I put it like this in a social media post at Gab.
What happens when the propagandized narrative falls apart at the seams and the victim [Russia] of an engineered and manufactured false flag construct asserts control over the physical evidence?
Panic ensues and the projection reaches unmitigated levels of insanity.
It’s unfolding just like it has been outlined and evidenced and all of it is entirely antithetical to the propagandized and fictitious Western [CIA] narrative that is set by the extension of Obama/Biden/Clinton/Kerry regime change efforts in Ukraine circa 2014.

As for the panic, it’s evidenced by the projection we just outlined. That’s what panic looks like in circumstances like this – blaming the victims for the actions of the offenders as an escape mechanism and attempted exit strategy once control of the propagandized narrative is lost and the proof begins to emerge.

When is the last time world leaders refused to meet with the President of the United States? Is it not obvious that the U.S. is being dismantled in devastating fashion across the board? The cowboy in me likes to kick a dead horse named Cloward-Piven.
Refusal to engage in diplomacy with the U.S. does not equate to being the “leader of the free world” but rather a function of Cloward-Piven in the long game of dethroning America as the preeminent superpower. It represents a change in location for global operations as it’s being shifted to China. Cloward-Piven serves this purpose and because of it, it’s close to being over for this once proud Constitutional Republic.
Let’s get to the proof which is an ongoing follow-up to the second article linked above and whereby we are committed to continuing the efforts to evidence our positions respective to the assertions of Putin targeting U.S. biolabs in Ukraine. Gateway Pundit serves as our primary source for what follows.
From one of the links provided in the GP article, we immediately get a nexus to COVID-19, which I have evidenced to the moon as a construct of enterprise fraud. This work encompasses associated, enmeshed and cooperating agencies and departments that are affiliated with COVID and bear the need for great scrutiny. This is the case as delineated in a brief from The Nolan Center respective to a little known U.S. agency, the Biological Threat Reduction Program.
From The Nolan Center and its 09 Aug 21 piece we learn,
The first case of COVID-19 identified outside of China occurred on January 13, 2020, in Thailand. This early detection can in large part be credited to a little-known yet essential U.S. Department of Defense (DoD) program, the Biological Threat Reduction Program (BTRP), which equipped partners in Thailand with disease surveillance technologies and trained experts on their use.1The Nolan Center
This is just one of countless examples of the BTRP’s successes stemming back to the immediate post-Cold War years when the program helped guide the world through one of the more tumultuous periods of technology-related risk in modern history.

biological threats, and it must be resourced and led to continue evolving as biological threats do. The scale, geographic spread, and irresponsibility of the activities of the Soviet biological weapons program were an intimidating problem. The unrestrained growth in the number of high-containment research labs throughout the world including in countries like China poses similar biosafety and security problems. Dangerous activities such as gain-of-function research and efforts to discover new viruses from nature pose dangerous pandemic and potentially biological weapons threats, even if they may provide some public health benefits. Developments in biotechnology are making it easier for actors to engineer biological weapons; viruses or bacteria engineered to slip by existing pathogen early warning systems and countermeasures are well within reach of the majority of countries today and are poised as a serious potential asymmetric threat to U.S. and allied forces.
Fully leveraging the historic BTRP program and all the assets it holds will require realignment of resources and policy instruction. BTRP enjoys the support of several, cross-party Congressional champions. White House guidance in April 2021 indicated that top DoD priorities should include “biological threat reduction in cooperation with global partners, emerging infectious disease surveillance, biosafety and biosecurity, and medical countermeasure research and development.”4 BTRP is one of the core programs to advance such work. Yet in the final administration budget submitted to Congress, BTRP funding was slashed by 45% from the prior year.5
It’s quite amazing. It almost makes the Moonshine case in laying the foundation for the COVID enterprise fraud construct for us: U.S. agencies and departments, biological threats, China, Russia, Congress, biosafety [biosecurity], new viruses, pandemics, biological weapons, the White House, the DOD, and more. I’ve written about and evidenced all of them. Now the evidence extends it every bit of it to Ukraine.
Recall that the evidence is inarguable such that it was U.S. agencies and departments that engaged in the enterprise fraud and treason so copiously and irrefutably evidenced: CDC, NIH, NIAID, DHS, FEMA, NVSS, HHS, ASPR and more. For veteran Moonshiners, you know that’s just a sip and that the entire jug is an enormous one. For those swilling for the first time, you’ve been warned.
We can add DTRA [the Defense Threat Reduction Agency’s Cooperative Biological Engagement Program] to the list; and recalling that the Department of Defense and specifically Fort Detrick and the U.S. Army bear down very, very hard in all of this as discussed and evidenced in this Moonshine piece entitled Fauci’s Free Fall, Fort Detrick Focus and Full Conspiracy to Commit Fraud.
From a Department of Defense document, we learn this about the DTRA,
The precursor to the Defense Threat Reduction Agency’s Cooperative Biological Engagement Program, or CBEP, began in November 1991 with the fall of the Soviet Union as a U.S. threat reduction and nonproliferation effort.
The Nunn-Lugar Cooperative Threat Reduction Program initially sought to protect dissolving Soviet countries’ nuclear infrastructure from rogue nations and terrorist groups, according to a 2014 Congressional Research Service report.
By 1996, Congress had expanded the program to include protection from chemical, biological and radiological materials and weapons, and later to include broadening the program to countries beyond the original 15 that emerged from the Soviet Union’s dissolution.
Today, 20 years later, a DTRA fact sheet says CBEP is engaged with nearly 30 countries in Africa, Europe, the Middle East and South Asia, and Southeast Asia.
“Over the years the program morphed into helping those partners safeguard and secure any biological material they may have for public health purposes [and] to give them the capability to detect, diagnose and report incidents focusing on weapons of mass destruction, related biothreats and bio material,” CBEP division chief Dr. Lance Brooks told DoD News during a recent interview.
The program also works to make sure partner countries can detect intentional and accidental biological releases and natural outbreaks that can become pandemics threatening U.S. national security, he added.
Brooks said CBEP also helps countries with disease reporting required by a 2005 revision of the International Health Regulations, which is implemented and coordinated by the World Health Organization.Department of Defense
Noting the DTRA’s beginning in 1991, recall these two critical fact sets that are deeply centered in all of the Moonshine COVID work: 1-Respective to the 1991 date reference in the extract above, the President of the United States in 1991 was George H.W. From the same DOD document, we get a wide swath of evidenced players in the COVID enterprise fraud construct all in bed together for a very long time. Consider this.
CBEP’s partners include WHO, the U.S. Centers for Disease Control and Prevention, the U.S. Agency for International Development and other international organizations to help countries develop their capacities to detect biothreat materials.
For the public health community, “we want them to be able to detect diseases beyond everyday acute diseases like cholera, tuberculosis and others,” Brooks said, “but it has to be integrated into the everyday job and function they’re doing, otherwise they can’t sustain it.”
CBEP also tries to help build capability beyond facilities and laboratory equipment, he added.
“These countries have to have trained epidemiologists to analyze the information and provide it to the countries’ decision makers, who must appropriately respond, Brooks said.
To coordinate CBEP efforts, DTRA maintains defense threat reduction regional offices around the globe, he said, and the CBEP program works extensively with outside experts.
“You have to have people out in the field working with our partner countries,” Brooks said, noting that CBEP also coordinates with an international network of U.S. military laboratories called the Global Emerging Infections Surveillance and Response System to avoid duplicate efforts.Department of Defense
Any assertions that the concept of U.S. biolabs has been “fact checked” to be erroneous information is as laughable as it is irresponsible, inaccurate, duplicitous and flat-out fraudulent. The evidence speaks for itself. “Fact checkers” are for functional idiots incapable of independent and critical thinking who are either unwilling or unable to check facts for themselves. Therefore, they are predisposed to ideological herding by means of misinformation and disinformation.
Sourced from the National Academies Press in 2007, we can add another to the list relative to contagions and U.S. biolabs: the BTRP or Biological Threat Reduction Program – another Department of Defense initiative. Here, we learn the following and noting the extension from DTRA above,
During the past 15 years, the Department of Defense (DOD) has supported a variety of international security-oriented biological activities within the framework of DOD’s Cooperative Threat Reduction (CTR) program. For 10 years, these activities have been referred to by DOD as the Biological Threat Reduction Program (BTRP) and have been implemented by the Defense Threat Reduction Agency (DTRA). They have been carried out in Russia, Kazakhstan, Uzbekistan, Georgia, Azerbaijan, and Ukraine. BTRP is one of several U.S. government programs that have been developed and implemented within an interagency framework to prevent the proliferation of expertise, materials, equipment, and technologies that could contribute to the development of biological weapons. These other programs are referred to in this report as “related” programs.
The U.S. Congress included in the National Defense Authorization Act of 2007 a provision calling for a study by the National Academy of Sciences of the activities carried out by BTRP and activities that should be considered in the future. The legislation calls for the study to (1) assess relevant cooperative activities that have been carried out in Russia and other states of the former Soviet Union (FSU) with support by BTRP and other U.S. government programs, and (2) identify activities that should be considered for further cooperation, particularly BTRP activities. This report addresses the Congressional mandate.
BTRP and its predecessor programs have involved a number of ministries and several dozen institutions in the six countries. The cost to the U.S. government has been more than $430 million from Fiscal Year (FY) 1998 through FY 2007, with expenditures in earlier years very limited. DOD plans call for significantly increased funding for BTRP beginning in FY 2008, with the appropriation estimated to be about $200 million for FY 2008.
Over the years, BTRP and its predecessor programs have made significant contributions to preventing the proliferation of biological weapons. The categories of activities and expenditures through FY 2007 are as follows:
-Biological Infrastructure Elimination, with three facility dismantlement projects completed in Kazakhstan and Georgia and on Vozrozhdeniye Island in the Aral Sea:$15.2 million (3.5 percent of the program)
-Biosafety/Biosecurity, which involves facility upgrades, training, and related activities throughout the region and initial steps in establishing the Threat Agent Detection and Response (TADR) network in Georgia, Azerbaijan, Uzbekistan, and Kazakhstan: $271.4 million (63 percent of the program)
-Cooperative Biological Research, with research laboratory upgrades and research projects carried out in Russia, Kazakhstan, Uzbekistan, Georgia, and Azerbaijan: $62.4 million (14.5 percent of the program)
-Program Administration, involving supporting activities by a variety of organizations, including a contractor-led Threat Reduction Support Center and contracts to cover costs of shipments of materials and equipment to partner countries : $81.9 million (19 percent of the program)National Academies Press

Here we extend the BTRP to the U.S. Embassy in Ukraine. Of particular interest is the construction of laboratories and the evidence of U.S involvement is thoroughly evidenced below – follow the money. Our position standing entirely antithetical to the fraudulent and constructed Western [CIA] narrative is that Putin is targeting these labs within Ukraine, which presents a contiguous border with Russia and therefore and immediate and severe national defense matter for Putin. The evidence is stacking up such that it can not be overcome. It should. We’ve known the truth about the broader scope for a very long time and Moonshine has had it exclusively dialed from the very beginning; even before it began, really; it being COVID-19.
Continuing, the other primary source documents, which have been scrubbed and which derive from the GP source article, are provided below for your independent consumption. Your lens for this is that the U.S. affiliated labs in Ukraine that Putin is targeting were engaged in activities relative to the COVID-19 enterprise fraud construct evidenced at Moonshine: funding, facilities, information sharing, coordination, gain of function, bioweapons, etc. Follow the money.
Critically, recall that Russia participated in these programs for years so their contextual backdrop knowledge serving to predicate the attacks in Ukraine is presumably deep and deadly accurate; and that’s in addition to whatever intelligence President Trump may have shared with Putin while still in office; and as COVID was undoing him, his presidency and the United States of America. “Hey, Vlad, heads-up…” “Thanks, Don, we’ve got this – Mother Russia and big mean bear style.” There’s a reason Russia has been the U.S. “boogeyman” forever and Trump normalized diplomatic with Putin to the harshest criticism from these traitors and miscreants. Patterns are revealing. Pattern breaker are more so. “Russia, Russia, Russia!” Not from Trump, though – pattern breaker.

There’s a reason biowarfare threads through China and Ukraine right to the Department of Defense, the CDC, NIH, NIAID, WHO, the Wuhan Institute of Virology and more. There’s a reason Fauci funneled millions to the WIV through Peter Daszak and EcoHealth Alliance. There’s a reason Moonshine has every granular bit of it evidenced. And there’s a reason Putin is utilizing unconventional tactics to strategically and precisely take-out targets in the Ukraine that overlay with the same U.S. biolabs we just evidenced.
There’s a reason their projection and panic are real; very real, and it’s for the reasons behind the proof just presented.
As stated a couple of articles back – “One thing is certain, though. There is a zero percent chance the analysis into the current Russia/Ukraine is off the mark in the sense that it’s a manufactured and engineered war and the Moonshine explanation for it all is by far closer to the truth than anything from the corrupt MSM.”
