COVID-19, WHO International Pandemic Treaty and Global Governance: At what point does an internationally enforceable treaty permit foreign troops on U.S. soil?

The full body of analysis into COVID-19 at Moonshine draws back on work from early January 2020 and amounts to nearing 400 articles. My immediate suspicions that COVID-19 was anything but a legitimate viral pandemic were entirely and precisely on the mark. In the aggregate from, the full corpus of analysis has delivered a reliable and accurate explanation for what COVID-19 is and is not; and more importantly, what objectives the construct was designed and implemented to achieve.

As I keep reminding folks, there is a distinct difference between what is happening to us and what is being done to us.

Failure to discern that difference amounts to a fatal mistake; for everyone.

What COVID-19 is amounts to is a construct of enterprise fraud prosecutable under RICO statue. Our team endeavors to get relief from the tyranny of COVID-19 and the enterprise fraud predicating it by means of petitioning a federal grand jury. Recently, we filed our appeal in the matter in the Ninth Circuit.

COVID-19 is anything but a legitimate pandemic and it goes far beyond a mere construct of enterprise fraud. Rather, COVID-19 a functional mechanism that has already been leveraged to steal an election, remove one sitting U.S. president and install into the Executive a proxy for the Chinese government, the CCP and its functionary, the World Health Organization [WHO.]

The WHO is the CCP’s functionary by means of funding. This is very old analysis into COVID-19 revisited and there are important distinctions to understand. The WHO is a subsidiary of the United Nations [UN] so beyond the funding of just the WHO, the funding of the entire UN must be considered.

In the run-up to COVID-19, the 2018-2019 funding of the WHO looked like this:

Specifically, we note China positioned towards the bottom of the funding data above. This is emblematic of the deliberately layered and obfuscated design.

In that funding, we see old entities like an infiltrated and compromised U.S. federal apparatus, The Bill and Melinda Gates Foundation, the U.K., the European Commission [E.U.], Canada and others.

The funding data for the WHO in December 2022 looks different and also includes old entities: Germany, Iran [think of Obama’s pallets of cash delivered to Iran on multiple occasions and totaling billions in a basket of currencies], GAVI, the EU, France, China, Unitaid [the subject of the very first article I ever wrote on COVID-19 tied to Big Pharma, pharmaceutical patents and patent sharing agreements, which threaded right to George Soros], Australia, Italy, the Wellcome Trust [another subject of close examination] and others.

On its face, the funding data for the WHO isn’t entirely damning respective to China.

It’s not until the veil is lifted on the United Nations’ funding that China’s prominence and power becomes clear and obvious.

After COVID-19 was unpacked and delivered to the world, the Bookings Institute published this document in September 2020, which reinforces and further evidences my longstanding position on China’s top-tier funding of the United Nations. It states:

China’s growing influence inside the United Nations is inevitable, stemming from President Xi Jinping’s more assertive foreign policy and the fact that China’s assessed contributions to the world body are now second only to those of the United States. Traditionally focused on the U.N.’s development activities, China now flexes its muscles in the heart of the U.N., its peace and security work. The Chinese-Russian tactical alignment in the U.N. Security Council challenges protection of human rights and humanitarian access, demonstrated in July 2020 when China and Russia vetoed two resolutions regarding Syria and both blocked the appointment of a French national as special envoy for Sudan. […]

With China now the second largest provider of assessed contributions to both the U.N.’s regular budget (at just over 12% compared to 22% from the U.S.) and peacekeeping budget (15% compared to about 27% from the U.S.),1 an honest appraisal would conclude that China indeed has a legitimate case in expecting more say in the U.N. than it has traditionally pursued.

The takeaways are obvious on their face: 1-China is the number two funding source for the United Nations behind only the United States and 2-China and Russia have aligned tactically in the domain of international security [war].

Overlay this fact set with my evidenced positions on China respective to COVID-19 and the full corpus of analysis into the multiple-front war scenario with China [Taiwan/South China Sea] and Russia [Ukraine] that exceeds 100 articles and draws back to March 2021.

In short and succinctly, a compromised and long infiltrated U.S. government under the direction of a Globalist cartel of hijackers that is under the leadership of Klaus Schwab and the World Economic Forum uses China as their hammer to every nail. This occurs while they build the architecture and infrastructure to enslave us all on the technocratic global plantation. COVID-19 was the mechanism to introduce it all and then galvanize the technocratic components: medical tyranny and the One Health architecture of medical tyranny, the resulting conditioning of society to accept it [just like the post-9/11 environment respective to the Patriot Act and other constitutional infringements], movement towards an international pandemic treaty and eventually, the implementation of global governance under the guise of “health” and “safety.”

The word “safety” is the most dangerous word in the English language.

In order for global governance to come to fruition, a substantial hurdle must be cleared: the national sovereignty of the United States.

In order to defeat the national sovereignty of the United States, another substantial hurdle must be cleared: the American people and the Second Amendment.

The solution to the latter hurdle is the subject matter of yet another series of articles delivering more exclusive and granular analysis evidencing how the U.S. federal apparatus, as a communist regime, is hunting and eliminating its political enemies as communist regimes do: THE HUNT IS ON.

The solution to the former hurdle is the subject matter of the balance of this article and I began analyzing back in May 2022: an international pandemic treaty that if signed by an illegitimate Biden Administration, would forego the national sovereignty of the United States in the instance of any declared Public Health Emergency [pandemic]. Furthermore, any signed treaty positions the UN/WHO as the single-point of leadership constituting a one world government with direct authority over the U.S. and as built upon the architecture of One Health, which establishes dominion over everyone and everything.

To move forward, think backward.

Think back to 26 Dec 19 – that was the day before the mainstream media announced a viral outbreak in China that would later become COVID-19. Think about what life was like. Now look around you after over three years of medical tyranny and the continued promises of other pandemics to come. In all of this and since early 2020, I’ve routinely kicked two dead horses: 1-COVID-19 [medical tyranny] is never going away and 2-These people will never stop until they are made to stop.

We pause for imperative comprehension respective to Public Health Emergencies and the fraudulent predication of them. In short, corrupt and abusive power structures engage in the commission of rampant enterprise fraud to create from thin air the necessary predication for Public Health Emergencies. Once declared, PHEs permit power structures to rule over the people in scope far outside of firm constitutional boundaries.

This brings us to critical new developments veiled by the sown chaos of the Biden Administration’s waxing on spy balloons and UFOs while proxy Joe Biden visits the global epicenter and “keystone of corruption” – Ukraine – on President’s Day 2023.

The critical new developments arrive in reporting from The Epoch Times: Biden Admin Negotiates Deal to Give WHO Authority Over US Pandemic Policies: Therein, “The Biden administration is preparing to sign up the United States to a “legally binding” accord with the World Health Organization (WHO) that would give this Geneva-based UN subsidiary the authority to dictate America’s policies during a pandemic.”

The article indicates that U.S. Health and Human Services [HHS] Secretary Xavier Becerra, who is a respondent in our federal grand jury petition, and WHO Director-General Tedros Adhanom Ghebreyesus put forth the ““zero draft” (pdf) of a pandemic treaty, published on Feb. 1, which now seeks ratification by all 194 WHO member states. A meeting of the WHO’s Intergovernmental Negotiating Body (INB) is scheduled for Feb. 27 to work out the final terms, which all members will then sign.”

This treaty does not require Senate approval and “the zero draft grants the WHO the power to declare and manage a global pandemic emergency. Once a health emergency is declared, all signatories, including the United States, would submit to the authority of the WHO regarding treatments, government regulations such as lockdowns and vaccine mandates, global supply chains, and monitoring and surveillance of populations.”

More specifically, “A key question surrounding the accord is whether the Biden administration can bind America to treaties and agreements without the consent of the U.S. Senate, which is required under the Constitution. The zero draft concedes that, per international law, treaties between countries must be ratified by national legislatures, thus respecting the right of their citizens to consent. However, the draft also includes a clause that the accord will go into effect on a “provisional” basis, as soon as it is signed by delegates to the WHO, and therefore it will be legally binding on members without being ratified by legislatures.”

Quoting Francis Boyle, a professor of international law at Illinois University, the ET piece states: “In addition, “the Biden administration will take the position that this is an international executive agreement that the president can conclude of his own accord without approval by Congress, and is binding on the United States of America, including all state and local democratically elected officials, governors, attorney generals and health officials.””

The analysis is clear. This international pandemic treaty is a clear end run around the U.S. Constitution and U.S. national sovereignty. The treaty is specifically designed to hand over the United States to global governance. The power structure of this global governance is evidenced above and in the complete corpus of my analysis.

Understand this: provisional or not, once communists and tyrants establish absolute power and no matter the means or mechanisms, they NEVER relinquish that power. Never.

Since the very beginning I’ve stated and evidenced that COVID-19 is never going away. Dead horse kicked. Once signed, global governance and one world government will never go away; provisional or not. Also consider that a dead horse knowing that if Americans don’t wise-up and begin to fight back, we’ll be kicking it for the rest of our lives.

If the treaty is signed and executed by the Biden Administration, the question everyone should be asking is a simple one: Assuming that a growing number of Americans are beginning to understand what has been done to them and projecting more substantial levels of resistance and non-compliance in furture “pandemic” mandates; and assuming that such resistance stands to exceed the total enforcement capacity of the U.S. federal apparatus, at what point does an internationally enforceable treaty permit foreign troops on U.S. soil?

Consider the following article from The Defender in an article entitled WHO Looks to Monopolize Health Systems Worldwide and from it:

  • The globalist cabal is planning to monopolize health systems worldwide through the creation of an international pandemic treaty that makes the World Health Organization (WHO) the sole decision maker on pandemic matters.
  • The WHO may also be planning to seize power over health systems more broadly. Tedros Adhanom Ghebreyesus has stated that his “central priority” as director-general of the WHO is to push the world toward universal health coverage.
  • In the name of keeping everyone “safe” from infection, the globalist cabal has justified unprecedented attacks on democracy, civil liberties and personal freedoms, including the right to choose your own medical treatment.

*Now, the WHO is gearing up to make its pandemic leadership permanent, and to extend it into the health care systems of every nation. The idea is to implement universal health care organized by the WHO as part of the Great Reset.

  • If this treaty goes through, the WHO would have the power to call for mandatory vaccinations and health passports, and its decision would supersede national and state laws.

*Considering the WHO changed its definition of “pandemic” to “a worldwide epidemic of a disease,” removing the requirement of high morbidity, just about anything could be made to fit the pandemic criterion, including obesity.

  • The SMART Health Cards system is used by more than a dozen countries, 25 U.S. states, Puerto Rico and Washington, D.C.; the Australian Parliament is pushing a “Trusted Digital Identity Bill”; U.S. Congress is pushing the “Improving Digital Identity Act” and the WHO has signed a deal with a Deutsche Telekom subsidiary to build the first global digital vaccine passport.

*All of these have one thing in common: the end goal, which is to expand them into a souped-up, global social credit system.

Now consider the following, which builds into and further evidences the full body of work at Moonshine, as reported by Leo Hohmann and it’s entitled GLOBAL GOV’T ALERT: Threat to national sovereignty set to go down May 22-28 at WHO World Health Assembly:

  • The International Health Regulations would be legally binding and supersede the United States Constitution.
  • The United States has proposed amendments to the legally binding International Health Regulations that will be voted upon at the next World Health Assembly May 22-28. CLICK HERE FOR OFFICIAL DOCUMENT
  • These proposed amendments will cede additional sovereignty, control and legal authority over to the World Health Organization.
  • These amendments will NOT require approval by 2/3 of the United States Senate. If they are approved (as submitted by the United States) by a simple majority of the 194 member countries of the World Health Assembly countries), these amendments would enter into force as international law just six months later (November 2022). The details of this are not crystal clear.
  • It is not known if the amendments will be voted upon individually or as a complete package.
  • The amendments would give the director general of the WHO the power to unilaterally declare a Public Health Emergency of International Concern (PHEIC) even over the objection of the country dealing with an outbreak of disease. (See Article 12, Section 2 of the IHR document where this change is proposed.)
  • A unilateral declaration of a PHEIC by the WHO will enable the declaration of a Public Health Emergency by the U.S. Secretary of the Department of Health and Human Services.
  • The amendments proposed by the United States would also give the director general of the WHO the legal authority to unilaterally issue an “intermediate public health alert (IPHA).” The criteria for the issuance of an IPHA is simply that “the Director-General has determined it requires heightened international awareness and a potential international public health response.”
  • The amendments would also give “regional directors” within the WHO the legal authority to declare a Public Health Emergency of Regional Concern (PHERC).

For a while now, “global plantation” is the branding I’ve applied to the designs for the U.S. and the balance of soon-to-be former free and democratic nations on this planet. As I have routinely warned, it will be technocratic in nature with Chinese-inspired social credit systems and a conversion to mandated digital currency compounded by mandated electric-powered transportation – the only automobiles permitted.
