What if China’s deliberate release of the SARS-CoV-2 virus and the subsequent COVID-19 “pandemic” it brought about were not only an offensive operation, but also a retaliatory one from decades ago? Decades ago? Yes, decades ago. Are you familiar with how the Chinese operate? They are supremely skilled, disciplined, cunning, intelligent, and highly effective; and they function according to the doctrines of Sun Tzu; meaning that the objective is to win the war before the opponent realizes it’s in one.
As an adversary, China commands absolute respect and is worthy of close scrutiny at all times and in all ways.
In this article and in the Moonshine work in general, there are two distinct nations that factor in ways related and not; and they are Germany and China (and we acknowledge the other nations involved, too.) What’s important is looking beyond the flags and at the people standing them and then the people standing behind them.
Our discussions involve a generational timeline extending back to at least World War II and demonstrably earlier. Specifically, Prescott Bush and his financing of the Nazis serves as the insertion point to begin a slow takeover of the U.S.
Paralleling this is another operation from China/CCP/PLA to infiltrate the U.S. on a similar and long timeline. What manifests today is a confluence of the Nazi and China dynamics as steered by the broader Deep State cabal and its Globalist network, which leveraged a wide swath of corrupt and treasonous U.S. politicians, officials, CEOs and others that are in China’s pocket. President Trump often calls them BIG MONEY, BIG MEDIA and BIG TECH.
For proper context, we’re falling back on multiple established positions outlined comprehensively on the Moonshine website and the driving position is this – we’re in the midst of A World War III No One Can See meaning the U.S. is situated in an asymmetrical and undeclared third world war that was formally commenced by China’s release of a bio-WMD (as classified by the FBI) against the U.S. and other nations in October 2019.
In a substantial piece entitled Dangerously Changing Inconvenient Rules, I outlined the contemporary history of U.S. biowarfare and the covert off-shoring of dangerous gain of function research to China by the Obama administration. Therein, we established the respective timeline for the development of U.S. biowarfare programs and now, we extend it backwards to examine the possible genesis of the programs relative to its ground-zero base – Ft. Dietrick in Maryland.
I have no expectation of getting past cursory information on Ft. Dietrick and for obvious reasons – there is nothing more than that available in open sources. Notably and in a way that draws directly back to a headline that is only days old, Ft. Dietrick had several breaches in biosecurity in 2019 before COVID-19 was first reported on 27 Dec 19. Ft. Dietrick even ties to the CIA’s MK Ultra program. Sounds like a wonderful place to work.
So, we’ll be mindful of where, how and why Ft. Dietrick enmeshes in all of this to gain meaning. We’re doing because Ft. Dietrick is moving to front and center in the linkage between COVID-19 and U.S. biowarfare programs (think SARS-CoV-2 gain of function/bio-weaponization evidence) that link directly to China and the Wuhan Institute of Virology.
Here is a timeline extracted from the article and produced in full because I think it serves us well to review it for the contextual backdrop for what follows. In that light, the same could be said of all of the recent articles.
For example, it’s imperative to have knowledge of the Bush/Obama executive orders that were discussed in Dangerously Changing Inconvenient Rules because they bear down hard in all of this and slant the work in the direction of our findings. How? On a generational timeline, they are the direct linkage between presidential administrations and whereby constructs are designed to transit multiple administrations to provide cover.
In good fortune, the piece caught the eye of the nation’s consensus preeminent defamation litigator – Lin Wood – who posted it on Telegram. It seems he’s been sipping the ‘shine ever since. Welcome aboard, sir, we’re thrilled to have you. Bottoms up.
Digressing, here’s our timeline.
Building on the aforementioned executive order, consider this broader timeline relative our established fact set and U.S. biosecurity more broadly.
This timeline information is exclusively sourced with (my emphasis) added,
1996: The select agent program launched by the Antiterrorism and Effective Death Penalty Act of 1996, which prohibited the transfer of some “select” agents from one laboratory to another without registration with the CDC
2001: Anthrax letter attacks expose “a gap” in biosecurity.
2003: The Public Health Security and Bioterrorism Preparedness and Response Act of 2002, along with the U.S. Patriot Act of 2001, led to a new select agent program (ushered in by 9/11?).
2003: In October 2003, the National Research Council published Biotechnology Research in an Age of Terrorism, which is known as the Fink Report. The committee described an initial set of seven types of experiments of concern that, while not prohibited, would merit review and discussion before being undertaken or published in detail.
2004: The National Science Advisory Board for Biosecurity was established in 2004 as a federal advisory committee and has been chartered continuously to date at two-year intervals by the Secretary of the Department of Health and Human Services (HHS). The NSABB has offered guidance for handling dual-use research of concern (DURC), a modified form of the Fink Report’s experiments of concern, and has provided input on the publication of several papers in addition to the H5N1 papers, including one on the reconstruction of the 1918 influenza virus, for which they recommended publication.
2008: World at Risk, the report of the Congressional Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism (WMD Commission), was released on December 2, 2008. In the report, the WMD Commission recommended that the U.S. should “conduct a comprehensive review of the domestic program to secure dangerous pathogens, tighten government oversight of high-containment laboratories and promote a culture of security awareness in the life sciences community.”
2009: Working Group on Strengthening the Biosecurity of the United States report released on October 23, 2009; established by Executive Order 13486, which was signed on January 9, 2009, by George W. Bush.
2009: National Science Advisory Board for Biosecurity (NSABB) Report: Enhancing Personnel Reliability among Individuals with Access to Select Agents released April 30, 2009
2009: The Trans-Federal Task Force on Optimizing Biosafety and Biocontainment Oversight, co-chaired by HHS and USDA, released a report that examined gaps in the oversight framework for laboratories and options for improvement to biocontainment oversight. Among its recommendations: there should be training standards and core competencies for personnel at high and maximum containment research laboratories, and there should be a phased-in requirement for credentialing of biosafety professionals at high and maximum containment laboratories.
2009: Defense Science Board task force report Biological Safety and Security Program for Research Involving Biological Select Agents and Toxins publicly released May, 2009. They identified areas for action, including computer security enhancements such as video monitoring of laboratory workers, which they determined to be superior to the “two-person rule,” transporting pathogens with a “lost in the crowd” approach vs. a two-person escort; and avoiding security measures that are significantly detrimental to the mission, particularly for overseas laboratories.
2009: Government Accountability Organization (GAO) report High Containment Laboratories: Issues related to Oversight released in September 2009.
2009: National Research Council (National Academy of Sciences) report Responsible Research with Biological Select Agents and Toxins Released.
2009: National Strategy for Countering Biological Threats released November 2009. The strategy includes a series of objectives that are intended to “protect against the misuse of the life sciences to develop or use biological agents to cause harm.”
2010: Executive Order 13546, Optimizing the Security of Biological Select Agents and Toxins in the United States, was released on July 2, 2010. The EO stated that there was an “absence of clearly defined, risk-based security measures” for the select agent program, which “has raised concern about the need for optimized security and for risk management.”
2011: On June 13, 2011, the federal experts security advisory panel released Recommendations Concerning the Select Agent Program, as called for in EO 13546. It created a tier 1 of pathogens and recommended that 25 pathogens be removed from the select agent list. The panel also recommended the removal of a number of animal and human pathogens from the select agents list and recommended against the inclusion of SARS.
EXTENDING THE TIMELINE, U.S. BIOWARFARE & FT. DIETRICK
By extending our timeline backwards and overlaying it with the balance of the evidence, we get a fuller understanding. Let’s begin with a foundational component in Operation Paperclip circa 1945, which is not new to our conversation. It draws us back to World War II era Nazi Germany.
In Operation Paperclip, the U.S. Department of State fabricated dossiers to permit German scientists/Nazi war criminals to immigrate to the United States and expressly for the purpose of capturing their proprietary knowledge and work, both of which underpin many U.S. technological advancements; and especially in the military and aerospace sectors. I talked about Operation Paperclip more recently in Vol. 2 of The Still ( cue up to 16:20) and you can see consistent and near identical symbolism between Nazi Germany and America today; especially in relation to propaganda and tactics.

Adolf Hitler was a germaphobe and experienced being gassed in World War I and even though he was averse to a Nazi biowarfare program, it didn’t preclude Nazi scientists from doing the work, developing those programs and surpassing U.S. progress.
Launching from this World War II point on our timeline, we’ll first go backwards and then take it forward to delineate the U.S. biowarfare system. Note that we’re being fairly thorough as we always are but it’s not the full story due to space constraints.
As it would stand, China is enmeshed in this backdrop so we can also front-load many important contextual points that lend toward the notion of Chinese revenge.
During World War II, China was the victim of a biowarfare campaign initiated by the Japanese, which included Japanese experimentation on Chinese prisoners of war, political prisoners, women and children by injecting them with cholera and gonorrhea or chaining them to stakes to endure plagued bombs dropped by aircraft.
The Japanese ruthlessly poisoned Chinese drinking wells with cholera and bombed Chinese cities with ordinance carrying plague infected fleas. Upwards of half-a-million Chinese were killed.
During the treaty process, where did Japan’s proprietary biowarfare knowledge go? It went directly to the U.S. So, not only did World War II deliver the Nazi biowarfare program to the U.S., it also delivered the same from the Japanese.
Prior to this and drawing back to World War I circa 1918-1941, the U.S. biowarfare program was fledgling, far from robust and in the developmental stages being focused on ricin, which is a toxin extracted from the castor plant. On the run-up to World War II, the U.S. essentially neglected biowarfare development while its soon-to-be World War II allies and adversaries initiated their programs beginning in 1933.
The U.S. biowarfare program began in earnest in the fall of 1941 when then Secretary of War Henry L. Stimson tasked the National Academy of Sciences to consider it. The program then effectively began in November 1942 after then President Franklin D. Roosevelt authorized it under the guise of “public security and health.”
Subsequently, in the spring of 1943, the U.S. Army Biological Warfare Laboratories at Ft. Dietrick (Maryland) were established; being completed by that November. Additional facilities followed in places like Terre Haute, IN; on Horn Island, MS; near Granite Peak in UT; at Elgin AFB, FL, and at Ft. Terry, NY.
Moving into the Cold War years, the secretive and controversial U.S. biowarfare program had progressed from pedestrian practices to a robust and diverse program that also saw an expansion in facilities around the U.S.; including the research and development of a number of biological agents. It was also focusing on improved delivery systems. By 1954, the U.S. was producing weapons grade agents. This time frame will bear down momentarily.
With the American populace unaware writ large, the U.S. biowarfare programs entailed a sordid history of conducting tests on its own people and in other countries. The accounts are suitable for their own book and there are many examples.
San Francisco was sprayed with two aerosol delivered bacteria in 1950. In 1966, New York City subways were infected with bacteria. In both instances, the experiments were devised to simulate and study the infection and transmission of an anthrax.
Additional testing also included events at Dugway in Utah and Norfolk Supply Center in Virginia, a 1951 experiment specifically conducting tests on African-Americans and Operation Whitecoat, which involved testing on Seventh Day Adventist soldiers.
The 1960s saw a pivot from agents that caused death to agents that incapacitate, which in COVID-19 terms could extend to exacerbation, which is precisely what SARS-CoV-2 does given that according to the CDC, 95% of all COVID-19 mortalities involved an average of 4.0 underlying co-morbidities.
Moving through the Vietnam War and into the Nixon administration, then President Richard Nixon dispatched and shuttered all OFFENSIVE U.S. biowarfare programs in a speech he delivered at Ft. Dietrick in November 1969.
By 1969, the U.S. had already developed bioweaponized six agents: anthrax, tularemia, brucellosis, Q-fever, VEE and botulism. U.S. research into bioweaponizing additional agents included smallpox, EEE and WEE, AHF, Hantavirus, BHF, Lassa fever, Coronavirus, melioidosis, plague, yellow fever, psittacosis, typhus, dengue fever, Rift Valley fever (RVF), CHIKV, late blight of potato, rinderpest, Newcastle disease, bird flu, and the toxin ricin.
You noted “coronavirus,” right?
By 1973, all U.S. bioweapon program were DEFENSIVE.

ANTHRAX AND 2001
Bringing us forward to today with linkage back, Glenn Greenwald recently drew-down on Anthony Fauci in the same ways we have. Greenwald went into granular detail over the FBI’s controversial and inconsistent investigation into the post-9/11 anthrax attack that we discussed as being foundational in Dangerously Changing Inconvenient Rules.
Notably, for our purposes and sparing you the abundance of details, the anthrax strain was unique for its bio-weaponization attributes, which is a shared characteristic with SARS-CoV-2. Fauci bridges both directly.
Importantly, this draws back on the U.S. foregoing biowarfare in 1969 and signing a treaty to that effect in 1972. This means that the U.S. was engaged in biowarfare against its own directives and that Fauci was front and center for it all beginning in 1984. It also represents the same gain of function and similar research that Fauci off-shored to China beginning that process in 2015.
With 9/11 (and its October anthrax component) and COVID-19 positioned as primary and sequential steps on a generational timeline, the occurrence of 9/11 as the impetus to re-up offensive U.S. biowarfare programs requires no leap whatsoever. It’s a direct bridge and the two package together orderly and tidily.
The Korean War broke out in 1950 positioning the U.S. and communist China on opposite sides and it is here that we consider whether or not China’s October 2019 release of a bio-WMD against America constituted a retaliatory offensive attack.
After years of opposing view points, conflicting investigations and reports that dragged all of the way into the 2000s and according to evidence and contemporary thought, it’s reasonable to assume that the U.S. engaged in biowarfare against the North Koreans and China.
As if traveling through time to rip a page our of the current Deep State playbook, the allegations of U.S. biowarfare were in part dismissed as being attributed to Russian disinformation. Seriously.
Most recently in 2010, Al Jazeera published a report confirming the bio-attack and conventional thought that U.S. biowarfare was in fact conducted.
Now factor in that during the 1971 Cuban election, the CIA (recalling our intelligence community backbone) launched a bioweapon to interfere in the nation, destabilize its economy and foment opposition to Fidel Castro. Sound familiar?
Is it possible that the Chinese simply flipped the script and executed a bit of generational revenge by giving the U.S. a taste of its own medicine – literally? Is it possible China infiltrated the U.S. and all of its institutions to then launch a bio-WMD to destabilize the economy, foment opposition to President Trump, steal the 2020 U.S. election and install its proxy in Joe Biden?

Did GHWB set the foundation for the broader continuum during is time as CIA director?
Did he build on that foundation while serving as VPOTUS and then POTUS?
Did he install Bill Clinton to extend operations forward?
Was his son George W. Bush installed as cover for Dick Cheney to bring about 9/11 as the first sequential step in a generational timeline to overthrow the U.S.?
Was Obama brought in under the protective umbrella of racism – the same racism that not coincidentally has this nation on fire and ready to become an inferno – to “fundamentally change” America under treasonous false pretenses and as the set-up for the to-be-installed closer in Hillary Clinton?
Upon entering office in 2009, did Obama take U.S. Counterinsurgency doctrine, as perfected by executing regime changes in foreign nations, and map it over the U.S. as a blueprint and schematic for overthrow?
Was the COVID-19 construct the next significant sequential step on the timeline?
